Kosovo?s first Human Development Report:
More than half of Kosovo's population lives in poverty
New York, 27 June 2002:Though Kosovo has been on the road to recovery and stability since the conflict which climaxed there in 1999, poverty, inequality and, in some cases, corruption, remain serious impediments to development, according to a new report called, ?Kosovo Human Development Report 2002: Building Bridges to a Better Future.?
The report, commissioned by the United Nations Development Programme (UNDP), is the first comprehensive study of human development in Kosovo and the first to put these issues in an international context. The report charts human development patterns and the economic and social challenges facing Kosovo during the post-conflict transition period from 1999 through 2002.
The report demonstrates that while, according to the human development index, Kosovo ranks internationally at a medium level of development, more than half the population lives in poverty and 12 percent lives in extreme poverty. The report states that to effectively fight poverty in the region, democratic institutions and policies need to be strengthened and be more inclusive. The report calls for greater representation and participation of Kosovans in government institutions and a process that will facilitate the gradual transfer of power to Kosovans.
The report also alludes to the need for international organizations and the Kosovo Government to address the discrimination that remains present, noting that Kosovo Serbs and other minorities experience obstruction of justice, problems with return and reintegration, defamation from public officers and restrictions on their freedom of movement. The report calls for the protection of their rights, promotion of their integration and reform of public and judicial systems that perpetrate the offenses.
?This report will hopefully assist our new decision-makers in charting a development strategy for Kosovo that will translate into real, sustainable progress in human development terms,? said Robert Piper, UNDP Resident Representative for Kosovo.
Prepared by a team of international experts and national scholars, researchers and experts of different ethnic backgrounds, the report assesses the challenges facing the country, focusing on key areas such as governance, the economy, education and the role of civil society.

Izve{tajot ovlasten od Programata za razvoj na Obedinetite nacii e prva
iscrpna studija za covekoviot razvoj vo Kosovo, i prviot koj gi stava ovie
problemi vo internacionalen kontekst.Izve{tajot dava primerok za ~ovekoviot
razvoj i za ekonomskite i socijalnite predizvici so koi se soo~uva{e Kosovo

Ovoj izve{taj nade`no }e im pomogne na novite sozdava~i na odluki vo
ocrtuvaweto na strategijata za razvoj na Kosovo koj treba da se pretvori vo
realnost,podnosliv proces vo ~ove~kiot razvoj vo odreden perio -rekol Robert
Piper pretstavnik na programata za razvoj na Obedinetite nacii za Kosovo.
Podgotven od tim na me|unarodni eksperti,istra`uva~i i eksperti vo razli~ni
etni~ki pozadini, izve{tajot gi procenuva predizvicite na
zemjata,fokusiraj}i se na klu~nite oblasti kako {to se;upravuvaweto,
