Pristina, 9 September 2006: On the occasion of a conference which was held in Pristina on the development of a Roma strategy for Kosovo, the European Roma and Travellers Forum warned the international community not to ignore the rights and the interests of the Roma. ?If the ?international community? continues to neglect the rights of the Roma this means that it has capitulated in front of violence.?, Forum?s president Rudko Kawczynski said.
In a key note speech delivered in front of representatives of the ?international community?, the Provisional Institutions of Self-Government in Kosovo and Roma NGOs, the Forum criticized the current approach of the international community to present the situation of Kosovo Roma as a social problem.
The organization underlined that before the war, Roma in Kosovo had achieved a comparatively high living standard and were well integrated in the Kosovo society. It pointed out at ongoing abuses of human rights including freedom of movement and the right to property and blamed the international community for having neglected Roma over years.
While welcoming any initiative aimed towards addressing the current hardship of Roma in Kosovo, the Forum expressed its concern that the development of a Roma strategy at a moment where political responsibilities are to be determined yet, may merely serve as a cheap alibi for the majority to gain independence.
Forum underlined that Roma have not been invited to participate in the status negotiations process in Vienna as this was recommended by high representatives of the international community including the Special Envoy for the Review of the Standards Implementation Process, Mr. Kai Eide.
Forum?s President, Rudko Kawczynski expressed concerns as regards to forthcoming massive deportations of Roma to Kosovo. These may concern Roma from Kosovo, but also from other parts of the former Yugoslavia, he said. He reminded that Roma have lived in Kosovo for more than 600 years and warned European policy-makers not to create a Palestinian refugee problem at the heart of Europe.
The European Roma and Travellers Forum is an international Roma umbrella organization gathering Roma organizations from all over Europe. Located in Strasbourg within the Council of Europe?s premises the Forum has been mandated to promote the effective exercise by Roma and related groups of all human rights and fundamental freedoms as protected by the legal instruments of the Council of Europe and other international legal instruments, the European Roma and Travellers Forum has been closely following the situation of Roma in Kosovo since its establishment in 2004. It has co-initiated the launch of the ?Skoplje Group? which is gathering Roma from Kosovo and neighbouring countries. Forum?s position paper on Kosovo can be found on the Forum?s website at:
