If an immigrant commits a crime against an Italian, ten immigrants should be punished for it, following the method used in Nazi concentration camps: this is the recipe for racial harmony advanced by Giorgio Bettio, a town councillor in Treviso, near Venice.

Mr Bettio belongs to the Northern League, the xenophobic north Italian party which advocates secession from the south, and his suggestion is in the League's tradition of calculated racist outrage. When he made it in Treviso's council chamber on Monday it was greeted by a stunned silence from the Opposition.

Greek Helsinki Monitor (GHM) releases the following letter it sent to Council of Europe Commissioner for Human Rights Thomas Hammarberg and UN Special Rapporteur on the Right to Housing Miloon Kothari following new evictions in Makrigianni (Patras) and the threat of imprisonment of all head of Roma households in Riganokampos (Patras). These evictions or threats of imprisonment come after several more evictions, threats of evictions, or criminal actions against Roma in Greater Athens, Halkida, Rhodes, Crete in the past few months.

EQUAL OPPORTUNITIES INITIATIVE ASSOCIATION (EOA) INSTANT PRESS RELEASE – September 14th 2007.
The Equal Opportunities Initiative Association (EOA) is a Roma Human Rights Advocacy Organization, created to provide legal services for the Roma communities and to advocate for the cause of the equal opportunities in Bulgaria. The organization is based in Sofia Fakulteta Roma District.
With the present EOA is informing for accidents, which involve police brutality and racist misconduct against Roma and call for joint civil society action to support the victims and to prevent future incidents. The team of EOA is very concerned with the tension created in the last weeks and alarms the civil society with the fact that after the EU accession we registered significantly higher percentage of cases of police and civilian groups violence against Roma.



1. On 10.11.2006 a young Roma man – Nikolay Iliev Mihaylov, age 31, has been stopped on a gas station by a private guards, and accused that he has stolen goods from the station’s shop. He was handcuffed and heavily beaten. His nose and teeth were broken. Later on Nikolay has been driven to the 6th Police station and detained for 24 hours. Later on the next day the actual perpetrator of the theft has been found and arrested and Nikolay has been released. The EOA legal staff accompanied him for a medical check-up and assisted for obtaining of a medical certificate for the injuries, caused by the gards.

Kiril Kirilov – a member of the EOA legal department prepared a signal before the Sofia District Prosecution Office – to investigate the case. The signal has been initiated and presented on November 28th 2006.

2. On June 5th 2007, around 6.30 a.m., joint police forces from Sofia III Police Unit and the Sofia Police Directorate performed an action (ID check connected with the expected visit of the US President in Bulgaria) in Fakulteta Sofia Roma district.

In the course of the police action a young Roma boy – Anton Vulkov, age 20, was stopped in front of his house and asked to present his ID. The boy answered that his ID is at home and he can present it in a minute. The police officers however started to beat him and caused him body injuries. Finally, all in blood, Anton was detained in the III Police Unit.

Government agency to fight problem of discrimination, ghettos in Czech towns

The government has announced plans to found an agency aimed at fighting discrimination and social exclusion of minorities, especially the Roma, in Czech towns. The announcement was made by Dzamila Stehlikova - the minister responsible for human rights - on Tuesday. The plan has also been approved by the government Council for Romany Affairs. One report estimates there are some three hundred neighbourhoods in the country (although activists say there are many more) where some inhabitants live in unsuitable conditions. In the pilot phase of the project the agency will take on the problem of ghettos in ten Czech towns.

ROMA FAMILY SHOT DEAD

News on Russia On September 10, a group of masked men burst into the home of a Roma family named Lyalikov in the town of Ordzhonikidze, Ingushetia, demanded money, and then shot to death a middle-aged couple, their two adult sons, and an unspecified number of children, according to a report by the Russian news web site Gazeta.ru.

Police investigators told the press that ethnic hatred motivated the crime.

Other recent murders that have taken place in Ordzhonikidze include ethnic Russian and Korean families. Observers suggest that the killings are intended to discourage the return of ethnic Russians who fled the violence of the two Chechen wars.

President Halonen met the President of the European Roma and Travellers Forum

European Roma and Travellers Forum

President of the Republic Tarja Halonen met Rudko Kawczynski, the President of the European Roma and Travellers Forum, at the Presidential Palace on Friday 25, May 2007. President Kawczynski gave his views on the start-up of the European Roma and Travellers Forum and the challenges ahead. President Halonen and President Kawczynski also discussed about the focus of the upcoming work of the Forum.


During the three-day visit, President Kawczynski also met Foreign Minister Ilkka Kanerva and senior civil servants of the Ministry.

The European Roma and Travellers Forum was established within the Council of Europe in 2004, at the initiative of President Halonen. The Forum gives the Roma and Travellers a united voice with regard to decision-making in Europe concerning them.

Roma minority demands to be part of Kosovo status negotiations

News on Kosovo HELSINKI (AFP) ? The Roma minority in Kosovo insists on being part of UN negotiations on the future of the Serbian province, the head of the European Roma Forum, Rudko Kawczynski, told reporters yesterday.

During a visit to Helsinki, Kawczynski deemed ?not acceptable? the international community?s argument that negotiations between Serbia and Kosovo Albanians were already difficult enough without adding another partner to the talks.

Indian Govt. approves 'Lakha Banjara Lake' plan of Sagar, Madhya Pradesh

News on India Sagar, February 13, 2007: THE Centre has approved the Rs 21 crore Sagar lake conservation plan on Monday. Initiated under the National Lake Conservation Plan of Union ministry of Environment and forest, the amount will be spent on beautifying and renovating the lake.

The National Lake Conservative Plan (NLCP) has selected 21 lakes in urban areas across the country for renovation. The Sagar lake was constructed by one Lakha Banjara from his own resources to tide of the water crisis some three centuries ago on 6,000 acres.

But increasing population pressure and encroachment, the lake has now shrunk to a mere 600 acres. Collector Shiv Shekhar Shukla said an estimate for Rs 45 crore, pepared by US based consultants Mott MacDonald, was sent to the Centre on February 17. He said the State government will share of 20 per cent of the cost and the Sagar Municipal Corporation 10 per cent.

The scheme, when completed will benefit 65,000 residents living around the lake in 18 wards, he said. To desilt the main lake Rs 81 lakh will be spent while for facelift and sewer line Rs 15.5 crore. Lake and Lake front Development will cost Rs 250.24 lakh, Rs. 22 lakh for installation of return valve while for pitching the lake area Rs 30 lakh will be spent and Rs1.68 crore for developing the catchment area. Ghat construction will cost Rs 14 lakh while Rs 35 lakh on the installation of a fountain in the middle of the lake, it is proposed.

Parks will also be developed under the project- scheduled for completion in 2009- and Rs. 10 lakh had been allotted to create awareness among the residents. (With Thanks from Hindustan Times, Bhopal Edition

The grand opening of the exhibition of photographs entitled The World through the Eyes of Victims of Involuntary Sterilization will take place on Monday 11 December at 16:00 in the atrium of the Chamber of Deputies of the Czech Republic with the financial support of the Embassy of the United States of America. The exhibit will be on display till 18 December 2006 under the auspices of Czech Parliamentarian Kateřina Jacques.

The photographs capture the immediate surroundings of the victims of involuntary sterilization as they themselves perceive them. The purpose of the exhibit is to remind the public that the photographers are not only women currently taking Czech hospitals to court for performing sterilizations on them against their will, but primarily people of flesh and blood whose lives are similar to ours, with one significant difference ? their physical and psychological integrity has been violated by illegal medical interventions.

Protest neo-nazi activities in Belarus

Recently in Belarus fascists became more active. The nationalist organization "White Power" shows extreme aggression against representatives of Roma people. Activists from "White Power" stick the leaflets calling for violention actions against Roma, living in Belarus. The "White Power" spends actions, demonstrations against Roma. The actions "White Power" calls citizens of Belarus to expel Roma from territo ry of Belarus, calls for physical violence against Roma.

Belarusian Roma Lawyers Group has addressed the official complaint to Committee on affairs of Religion and Nationalities. Our complaint has been transferred in Office of Public Prosecutor of Belarus. Soon we have received the answer from Office of Public Prosecutor. The Office of Public Prosecutor of Belarus refuses start of criminal prosecution against active workers of "White Power". Actually the information who represents interests o f the organization "White Power" who supervises over this organization, is not secret. "White Power" officially declares carrying out action against Roma and receives permissions from the Belarus authorities. Names of this people can be established very easy. Today the Office of Public Prosecutor has simply ignored our complaint.

RIOT AMONG THE ETHNIC ROMAS IN ROMANIA'S CAP CITY GHETTO

News on Romania BUCHAREST - Tens ethnic Romas in Ferentari, namely a poor district of Romania's capital city Bucharest, revolted Tuesday, November 14, because they were disconnected from electric power supply network.

They said that people have to illegally connect to the electric power network as the employees with the City Hall of district 5 refuse to sign their contracts with Electrica electric power supplier. Some 200 inhabitants in this particular district Tuesday set on fire tires to block the traffic and broke the window of firefighters' vehicle. The protesters were dissatisfied with the lack of interest from the city hall's representatives who refused to meet them.

Exhibition on Romany Holocaust opens in Brno

An exhibition on the Romany Holocaust and current racism in Europe opened in the Brno-based Ombudsman Office today. On 82 exhibition panels people can read about the fate of Romanies during World War Two and some panels are dedicated to the present. The visitors, for instance, can learn the story of the wall in Usti nad Labem's Maticni street and the problems of the Romany minorities in Slovakia, Austria and Germany.

A national survey is underway to examine the conditions of so-called "Gypsy camps" (cig?nytelep) and evaluate living standards in these communities, writes inforadio.hu. Councillors will meet tomorrow to discuss the problem of finding extra sites for gypsies.


The Timberlands travellers? site at Slip End near Luton A survey carried out over the summer revealed that a total of 74 more pitches in Bedfordshire and Luton are needed to cater for travellers? needs between 2006 and 2011.

The assessment recommended that, of those 74 sites, between 11 and 17 should be set up in Luton, while between 34 and 40 should be distributed across South Bedfordshire.

European Roma Parliament adopts resolution on Roma in Europe

Strasbourg - By the end of its three days meeting the Plenary Assembly of the European Roma and Travellers Forum adopted a resolution by which it urged the Committee of Ministers and the European Council to adopt a European Roma Rights Charter. Such a charter should become a legally binding instrument forcing national governments and international organisations to respect the rights of the Roma.

Its reflection how the authority in Belarus attitude to Roma. Displays of Antigypsism are still unpunished. Belarus - in which the authority does not respect right of national minorities. Fascism can be destroyed with wide Roma civil movement by society based on principles of equality, freedom and social justice in which there is no place to interethnic enmity and xenophobia. We call everyone who does not wish to see neo-Nazis in streets of our cities, who does not agree to observe silently of fascists behavior, who does not agree with mass violations of human rights, please, right letter to President Belarus. BUCHAREST - Romania's General Police Inspectorate, or IGPR, "started the preliminary investigation" of three policemen in charge with allegedly mismanagement of the conflict on September 7, in Apalina district, central Romania, which triggered the hospitalization of some 15 ethnic Roma citizens.
