ROMA - FRATTINI: "UNFOUNDED SLURS FROM EUROPE'S PARLIAMENT"
(AGI) - Rome, 10th July - What the European Parliament said is "at totally unfounded accusation, and the upshot of a political vote" was the response given by Franco Frattini, in a video forum on 'Repubblica tv', to the resolution with with Strasburg's assembly censured the Italian Government's plan to fingerprint Roma minors. According to the Foreign Minister, the vote in the European Parliament was "the fruit of an unawareness of the actual situation", because it expressed itself on "an Italian law that is not yet enacted, because Parliament is still deciding on the bill's enactment, so it was a premature act, from that point of view".

Open letter from European Roma and Travellers Forum to all Heads of Governments
Regarding Italian action on fingerprinting Roma living in camps
Your Excellencies
The European Roma and Travellers Forum is seriously concerned about the action of the Italian authorities on fingerprinting Roma living in the camps across he country – adults and children alike – brushing aside the concerns of the European nstitutions and International organisations. Having regard the Human Rights and Fundamental freedoms, the principles of equality and nondiscrimination, the right to privacy and data protection, as recognised by the International and European conventions protecting human rights and fundamental freedoms, and in particular the European Convention on Human Rights and the related jurisprudence and by the Charter of Fundamental Rights, as well as the International Convention on Children’s Rights today the European Roma and Travellers Forum call upon all Governments of European and non- European member states to:
- prevent the Italian authorities to refrain from conducting a census that includes the possibility of fingerprinting Roma and Roma minors, as this is in contradiction with the prohibition of direct and indirect discrimination foreseen in the EU directive on race and ethnicity, while a further discrimination between Roma and other citizens is enacted as
the latter do not have to undergo similar procedures;
- asks the European Commission and the Council to make sure that Member States apply EU law consistently and fully, and to take the necessary measures shall this not be the case.
We believe that now is a crucial moment to press the Italian authorities to stop its anti-Roma activities immediately and to undertake all necessary measures to stop the Anti-Roma pogroms and ensure safe and secure life of all Roma living in Italy as well as the full implementation of International Laws and standards.
Similar activities to this one are not only a threat to the Roma community. These activities remind us of the Nazi and Fascist periods in the early 1930s, when Roma/Sinti and Jews were singled out for discrimination and persecution leading finally to the genocide of millions of innocent people.
Nowadays this is a serious threat to the future of European, to democracy and the rule of law.

LETTER OF PROTEST
Dear Mr Berlusconi,
Since months we are looking very closely at the incidents of violent attack on the settlements in Italy, police brutality and violations, hate speech in which hundreds of Roma have been forced to run for fear of their life. So far there hasn’t been any appropriate reactions or measures taken to stop the violence and pogroms of Roma by your government.
The European Roma and Travellers Forum is seriously concerned about the action of the Italian authorities on fingerprinting Roma living in the camps across the country – adults and children alike – brushing aside the concerns of the European Institutions and International organisations.
- Having regard to human rights and fundamental freedoms, the principles of equality and non-discrimination, the right to privacy and to data protection, as recognised by the international and European conventions protecting human rights and fundamental freedoms, and notably the European Convention on Human Rights and the related jurisprudence and by the Charter of Fundamental Rights, as well as the International Convention on Children’s Rights,
- Having regard to the EU Treaties, and notably to Article 6 and 7 TUE, Article 13 TEC (measures against discrimination based on, inter alia, race and ethnic origin), Article 12 TEC (prohibition of discriminations on the basis of nationality), Article 17 (European citizenship), Article 18 (freedom of movement), articles 39 and following (free movement of workers),
- Having regard to the European Council directive 2000/43/EC of 29 June 2000 implementing the principle of equal treatment between persons irrespective of racial or ethnic origin and to directive 2004/58/EC of the European Parliament and of the European Council of 29 April 2004 on the right of citizens of the European Union and their family members to move and reside freely within the territory of the Member States,
- Having regard to the Roma Staff Working Paper on Community Instruments and Policies for Roma Inclusion and to the 2008 Fundamental Rights Agency annual report,
- Having regard to the resolutions adopted by the European Parliament on Roma, on anti-discrimination, on freedom of movement,
we urge the Italian authorities to stop its anti-Roma activities immediately and to undertake all necessary measures to stop the Anti-Roma pogroms and ensure safe and secure life of all Roma living in Italy as well as the full implementation of International Laws and standards.
Similar activities to this one are not only a threat to the Roma community. These activities remind us of the Nazi and Fascist periods in the early 1930s, when Roma/Sinti and Jews were singled out for discrimination and persecution leading finally to the genocide of millions of innocent people.

Today the European Roma and Travellers Forum sent an open letter to all Heads of Governments asking them to condemn the activities of the Italian authorities ensuring that EU is a community of values based on democracy and the rule of law, human rights and fundamental freedoms, equality and non-discrimination, and that the EU is committed to fight against racism and xenophobia, as well as against discriminations based on any of the reasons stated in articles 13 and 12 TEC.
We believe that the international bodies too, such as the European Commission, the European Parliament, the Council of Europe, OSCE and the United Nations should take a stand and condemn the behavior of the Italian government as inhumane and unacceptable.
On behalf of 15 million Roma living in Europe we are seriously condemning the anti-Roma activities and call on the Italian authorities to reconsider their activities and decisions.

Verbrechen der Gestapo Lüneburger wollen Licht in ein dunkles Kapitel der Salzstadt bringen
ca Lüneburg. Flugblätter verteilen war lebensgefährlich: Der Lüneburger Sozialdemokrat Hermann Niemann wurde im Mai 1935 verhaftet, als er "illegales Material" abgab. Die Nationalsozialisten warfen ihn ins Gefängnis. Später verurteilte ihn ein Berliner Gericht zu zwei Jahren Zuchthaus und drei Jahren "Ehrverlust". Verbüßen musste er seine Strafe in Celle. Als er freikam und nach Lüneburg zurückkehrte, griff ihn noch auf dem Bahnhof die Geheime Staatspolizei (Gestapo) als "Schutzhäftling" auf. Das Wort ist absurd, denn Schutz gab es nicht für den Mann: Er starb im März 1940 im Konzentrationslager Sachsenhausen.

Demonstration gegen die rassistischen Ausschreitungen gegen Roma in Italien
Am 11. Juli 2008 wird in Wien anlässlich der Roma-feindlichen Politik der italienischen Regierung demonstriert. Kundgebung Freitag (MORGEN), 11.7.2008, um 10 Uhr in 1060 Wien, Rahlgasse 3, Demo folgt danach.
Aufruf zur Teilnahme!
Wir protestieren gegen die rassistischen Ausschreitungen gegen Roma in
Italien, die Roma-feindliche Politik der italienischen Regierung und
die unzureichenden Reaktionen der europäischen Institutionen auf
diese Politik.
Wir nehmen die OSZE-Konferenz zur Nachhaltigen Politik für die Integration von Roma und Sinti, die am 10. und 11. Juli in der Wiener Hofburg stattfindet, zum Anlass, gemeinsam unseren Protest zum Ausdruck zu bringen und die europäischen Institutionen zum Handeln aufzufordern.
Demonstration am Freitag, 11. Juli 2008 um 10 Uhr
Kundgebung vor dem Büro der FRA (Europäische Grundrechtsagentur) in 1060 Wien, Rahlgasse 3, dann Demonstrationszug über Gumpendorferstraße, Eschenbachgasse und Burgring zum Heldenplatz, wo die Abschlusskundgebung stattfindet (Ende ca. 12.30Uhr).

"Similar activities to this one are not only a threat to the Roma community. These activities remind us of the Nazi and Fascist periods in the early 1930s, when Roma/Sinti and Jews were singled out for discrimination and persecution leading finally to the genocide of millions of innocent people. Nowadays this is a serious threat to the future of the Europeans, to democracy and the rule of law" Mr. Kawczynski wrote in the protest note addressed to the Italian Prime Minister Silvio Berlusconi.
The protest note, written on behalf of 15 million Roma urges the Italian authorities to stop its anti-Roma activities immediately and to undertake all necessary measures to stop the Anti-Roma pogroms and ensure safe and secure life of all Roma living in Italy as well as the full implementation of international laws and standards.
‘We believe that also the international institutions, such as the European Commission, the European Parliament, the Council of Europe, OSCE and the United Nations should take a stand and condemn the actions of the Italian government as inhumane and unacceptable’ Mr Kawczynski said as a closing remark of the protest note.

We had a chat today with one responable of the Immigration Office of Prefettura di Napoli, subordinate of D’Orsi vice Prefetto of Naples, he has told us that yesterday another census in a settlement in Ercolano was done with the help of Roma mediators; no finger prints were taken due the Romanian citizenship of the residents

Zwischen Wunsch und Wirklichkeit: Roberto Maroni
Die öffentliche Entrüstung über ihn ist dem italienischen Innenminister Roberto Maroni so was von egal - er will es trotzdem so haben, dass alle minderjährigen Sinti und Roma ihre Fingerabdrücke bei der Polizei abzugeben haben. Er wolle sie davor schützen, als Bettler missbraucht zu werden, sagte listig Herr Maroni. Seine Sache steht nicht schlecht. Gerade hat der römische Kassationshof den Bürgermeister von Verona, Flavio Tosi, freigesprochen. Der hatte im Parlament eine Unterschriftenliste umgehen lassen mit dem Satz: "Zigeuner müssen weg, denn wo sie sind, gibt es Diebstähle."

Große Empörung bei der “Frankfurter Rundschau”, die sich nach einem Blick Richtung Italien an “Methoden” aus “finsteren Zeiten erinnert” fühlt: Denn im Reich Berlusconi werden seit dem 30. Mai flächendeckend allen Sinti und Roma, auch den Kindern, die Fingerabdrücke abgenommen - insgesamt sollen rund 130.000 Personen erkennungsdienstlich registriert werden. Es braucht keine Vorstrafe, um ins Register des Innenministeriums zu kommen, schilt die “FR”, die Maßnahme sei “Teil der Bemühungen der Berlusconi-Regierung, in Italien insbesondere den illegalen Aufenthalt und die stark steigende Kleinkriminalität wieder in den Griff zu bekommen“.
Auch das für seine einfallsreiche Art, Spendengelder zu verwalten, bekannt gewordene Uno-Kinderhilfswerk Unicef und die “große katholische Zeitschrift Famiglia Cristiana” hätten “heftig reagiert”: Es handle sich um eine “besorgniserregende Verletzung der Menschenwürde”, habe es dort geheißen.

Ihren Durst stillte sie notdürftig durch den Morgentau am Stacheldraht. Die Rinde eines Baumes war ein Festmahl. Die Leichen wurden zu ihren Spielkameraden.

Priester engagieren sich für Einwanderer und Roma
Seitdem in Italien die populistische Partei Lega Nord gemeinsam mit Berlusconis Forza Italia und der rechtsnationalen Alleanza Nazionale regiert, setzt die Koalition das "Paket für innere Sicherheit" um. Es sieht unter anderem vor, dass Einwanderer ohne gültige Papiere ohne weitere Prüfung sofort in ihr Herkunftsland abgeschoben werden. Doch inzwischen regt sich Widerstand gegen die aggressive Politik. Kirstin Hausen berichtet aus Italien.

Innsbruck – "Wir suchen Arbeit. Können Sie uns helfen?", fragten die dunkelhäutigen Männer mit dem Wohnwagen bei einem Sozialprojekt in der Innsbrucker Kapuzinergasse an: Nicht auf Deutsch, sondern auf Italienisch. Im Gebäudekomplex sind mehrere Vereine untergebracht, es ist ein typischer Anlaufpunkt für in Innsbruck Gestrandete. Steffen Arora von der Straßenzeitung "20er" konnte den Männern zwar auf die Schnelle nicht helfen, aber er konnte sie einordnen: "Sie hatten einen rumänischen Pass, wahrscheinlich Roma, die aus Italien geflüchtet sind."

Rom - Rund dreitausend Roma haben am Sonntag in der italienischen Hauptstadt Rom gegen Fremdenfeindlichkeit demonstriert. "Nein zur Fremdenfeindlichkeit", "Schluss mit Pogromen" und "Roma führten noch nie Krieg" stand auf den Transparenten der Teilnehmer.
