Three main tasks face multilateral organizations:
In monitoring the human rights situation, reports have until now been too unsystematic, irregular and undecisive. In the case of representative bodies, such as the OSCE, The UN- Commission on Human Rights, or the Council of Europe, reports and resolutions have too often been subject to coalitions, and have thus failed to address the essential problems facing the Romani population. This may be resolved by autonomous institutions assuming the tasks of reporting, drafting and implementing on behalf of the mem ber states, as well as by incorporating representatives on behalf of the Romani community into the work of the multilateral organizations.
